A Task Force was appointed by the then Minister, Reba
Meagher to examine the 1:4 issue. The task Force explored all issues surrounding
the introduction of a 1:4 ratio for babies in NSW and the Majority of
the Task Force made the following recommendations.
- implementation of the new ratio in a staged manner
over a 12 month period from January 2007 with smaller centres being
given the longest time to comply;
- implementation of a range of strategies to support
children’s services during the introduction period, such as government
funded business support for services licensed for 29 places or less;
- increasing the number of services operating with
licenses that enable the services to vary the number of children in
each age group they cater for to meet demand, while ensuring they do
not exceed their total licensed places; and
- a minor amendment to the Children’s Services
Regulation 2004 to increase the maximum allowable licensed number of
children aged under two years from 30 to 32.
